Motorcycle Repair: Oil and gas coming from vent line., crank case vent, vent hose

I just bought a 1991 FXSTC that had sat in a garage for about 6 weeks with the gas on. Now when I start it a large amount of oil/gas comes out the crank case vent hose. It has only ran a few seconds before I shut it off. What is this?

the oil tank sits higher than the motor. What happens is oil is weeping past a ball in the oil pump which is suppose to stop this from happening. the oil goes into the bottom end. When you start the bike the oil pump cant pump it back fast enough and it comes out the vent. It doesnt hurt anything, its just bothersome. there might be a speck of dirt holding the ball open.
