Motorcycle Repair: S&S carb issue, air fuel mixture, intermediate jet

QUESTION: I have a 77 FXE shovelhead, I just recently had the top end re-done because of oil seeping past the valve guides. The bike ran great prior to re-build, other than the smoking. Since I have gotten the bike back, its has been fouling the plugs after about 15 minutes of riding. (black sooty /Rich) I have re- jetted the S&S Super E to a 68 main and a 28 intermediate jets. I rode it again for 15 minutes than checked the plugs, they were clean. Problem now is the bike idles very fast and the rpms are up even while riding during shifting. I adjusted the idle screw but the bike will not sit and idle when I do that. It did not do this before I re-jetted. How can I solve this? did I do something wrong? Also does re-doing the top end normally cause you to need to re-jet? Thank You for your help!

ANSWER: When having a top end done you might get black plugs due to the fact the rings are not seated yet and you burn some oil. Once the rings are seated check your jetting again. If you dont you might run lean. Your plugs should be a tan color, not white or black.
On the idle, make sure your throttle cable has some slack in it. If the cable it to tight, you cant adjust the idle. When you changed jets, did you reset the air/fuel mixture screw? You have to do this everytime you make an adjustment to the carb.

QUESTION: Yes I did reset the air/fuel mixture after each jetting change. The plugs were sooty black and smelled of gas when they were fouling,I did not see any oil residue on them. I first changed the main jet and it stilled fouled. Then I changed the intermediate which fixed the fouling but now I have the fast idle issue. Could the lowering of the Intermediate jet number be making it run at fast idle? Does leaning the bike cause increase in idle? If so what would you recommend? Higher number jet and hotter plug? I'm at a loss for ideas. The cables were fine and not binding. Thank You for your help!

Correct jetting will make it idle slightly higher, but changing the jets will not help. Lean running will not make it idle higher. You should be able to turn the idle screw outward and make the bike shut off, because the idle is to low, so I thik there is a problem with the carb. Look down the throat of the carb and make sure the butterfly plate is not sticking open. Start the bike and let it warm up. Once it warm shut it off and remove the cables from the carb. Restart the bike and try to adjust the idle. Make sure you are adjusting it on the left side screw, by the cables. If the idle doesnt go down then you have a problem with the butterfly in the carb.If it does then the cables might be to tight or binding
