Pontiac Repair: 1997 Pontiac Grand Prix, pontiac grand prix, harmonic balancer

I have a 97 Pontiac grand prix and the engine attempts to turn over but there is no crank at all.  I just changed both the battery and the starter and both made no difference at all.

Explain it to me better then attempts.... what does it do sound like? does the engine crank over by hand it you turn it by the bolt on the harmonic balancer? Has any warning lamp come on like low coolant? what engine is in this 3.8 or 3.1 V6?
