I own a 99 Pontiac Grand Am SE, 4 cyl, and the problem that I am having is when I make a right turn, sometimes, my Trac Off, and ABS lights will come on until I restart the car.  Now, the only way I can drive it is if I hit the ETS button on the dash to turn the traction control off.  And on left turns, the low trac lights comes on and the wheels seem to lock up for about 2 seconds, well, they really don't lock up, the car shakes, then it returns to normal.  Is there a way I can resolve this issue?  And with the gages, when I start the car, all four gages got from left, to right, then back to left.  Is this normal?
Answer -
You have problem with one or both of the front wheel speed sensors and/or the harnesses going to them.
If you are talking about the gauges sweeping when you start the car, yes this is normal.

Is this someting that I can fix myself, or is this one of those jobs where I have to take it to a dealer?

Answer
You should take it to the dealer so that they can diagnose the problem. This is not something that you can do without all of the special equipment needed to test the system.
Also it will be cheaper than guessing and possibly replacing the wrong parts.
