recently after roto tilling in january our briggs and statton i/c 8hp 319cc engine blew a hole in the side of its engine block after 30 years 1981. service what modern day version is avalable from briggs with same or better power

Briggs and Stratton has an engine that is called an INTEK.  This would be a good replacement.  Honda Engines also has a GX240 engine that may work as well.  I dont know if your engine has an auxiliary PTO shaft, but if it does, your options will be limited.
