Small Engines (Lawn Mowers, etc.): Tecumseh OHV130 kicks back/hard to start, mtd lawn tractors, twin cylinder engines

I have two MTD lawn tractors with Tecumseh OHV130 engines and electric start. I bought both new in 2000 & 2001 respectively. I'm having problems with the one bought in 2000.  It's always been hard to start, but is getting near impossible. The engine kicks back & is extremely hard to start.  The battery and starter were replaced this spring.  I've checked the flywheel key and coil air gap. I've heard that valve clearance can cause this problem.  I set intake & exhaust valves to .004.  The engine does not appear to be flooding during start.  When the engine does start, it runs good both idling and under power.  It also sounds good.  No valve noise, knocking or popping. I've tried swapping batteries, starters & coils between the mowers. The problem remains with the year 2000 model.  Is it possible that Tecumseh mis-machined this engine to cause it to be out of time?

This has Become a Common Problem with the OHV Engines. You need to Reset the Valve Clearance. The Compression Release is Not Operating Properly and Resetting the Valve Clearance will Correct this Problem.  **I Do Not Use the Setting Called for by the OEMs. I have Found that the Following Works Best. Remove the Valve Cover (on the Dead Cylinder for Twin Cylinder Engines). Set the Cylinder you are Setting the Valves on to Top Dead Center (Both Rocker Arms will have Play in them when the Engine is at TDC) on the Compression Stroke when Setting the Valve Clearance. Now Loosen the Valve Adjuster Locks and Set the Intake Valve Clearance to .004in -.006in and the Exhaust to .005in - .007in. I have had Better Performance Out of the Mowers and Less Burnt Valves Using these Settings. Be Sure the Piston is at TDC on the Compression Stroke.**  If by Chance this Does Not Correct the Problem, then Check the Flywheel Key for Damage.
