Steering Column Repair: Turn signal cancel cam, clockspring, costly problem

I looked at your pictures for installing the cam , but once you install that and you try to install that other plastic piece over it(not pictured in your diagram) that takes the clip, how do you set that up to move propery. It is yellow in my car about a haf inch thick and suppose to rotate I believe.

Oh Paul;
From the looks of your photo, you neglected to remove the horn wire connector from the cancel cam before you took the wheel off, damaging the wire and connector (my arrow #1).  This will cause the horn connection to be a problem when you assemble it.
The yellow and black component you are talking about (my arrow #2) is called the clockspring (or SIR coil).  The horn / signal cancel cam goes through it.  On the back side of this part is a locking mechanism that prevents you from spinning it to a different position than the position it was in when it came out.  It needs to go back in exactly in the same position to avoid breaking the wires wound up inside of it.  Usually, we remove these in the straight ahead position.  If yours is in a different position, you will have to center everything to avoid a costly problem.  This is accomplished by removing the clockspring and turning the wheels to the straight ahead position.  Then, with the clokcspring in hand, holding the locking tab on the back to the released position, turn the center portion gently to the extreme in one direction (DO NOT FORCE IT).  Then counting the turns, rotate it back to the other extreme.  It's usually about 6-8 full turns.  Once you have reached the other extreme, rotate it back again 1/2 the total turns, leaving you exactly in the center position.
Now are ready to install it on the column you already put in the center position.
You can adjust the position up to 1/4 turn to align it with the column and horn cam.  Once installed and the snap ring is in place, the locking tab on the backside should be released automatically allowing it to turn correctly with the steering wheel.
