Answer
Hello Frank,
You have an ignition lock that needs replacing. You will need to remove the steering wheel and then the lock plate. It is best to remove the lockplate with the proper tool or you'll find yourself fighting it off and risk other damage to the column. The tool is relatively inexpensive and can be found at most auto parts stores. Some even rent these tools.
Once you have the lockplate removed it's a matter of taking out the 3 screws to the turn signal assembly, removing the turn signal lever link (one screw) and the hazard knob and slide the turn signal assembly out of the bowl enough to see behind it.
At the very bottom of where the key lock assembly goes into the column (you can see the outline in the bowl casting) there will be a torx head pin screwed in holding the lock assembly. Remove the pin and the lock will come right out. Install the new one and re-assemble in the reverse order that you took it apart. You should be good to go.

Have a great day!
