Towing Issues: owners request for a tow truck, mayors office, personal request

In new york is there a law which allows someone involved in an accident to call a tow truck of ther choice . A friend of mine was denied this option by the local police who said they use a list and only those trucks can respond to an accident.

Anyone should be able to use a wrecker service on a "personal request" basis as long as that company is licensed and insured and meets the requirements of the state and local jurisdiction. This is often a problem in many states. I would contact the police department or mayors office in the city to see what they say.
