Towing Issues: Towing from Ace Parking Lot, san diego police, tow company

Hi.  My company pays for monthly passes to park our cars in an Ace parking lot across the street.  The passes do not state any restrictions of any kind on them.  Last year, I parked my car in the parking lot over Thanksgiving weekend, with a valid monthly pass displayed on the dashboard.  I came back after the weekend to find my car missing.  There was no sign indicating where to call to find out where my car was.  I called the San Diego Police towing hotline, and was told that my car had not been reported as towed.  I also called Ace Parking twice, and both times was told that my car had not been towed.  Ace Parking told me the name of the towing company that they use, and that company told me that my car had not been towed.  I filed a stolen car report with the San Diego Police.  After 10 days of trying to get to work by train, I bought a new car.  Two days later (12 days after my car was towed), someone at Ace Parking called my company and finally reported that my car had been towed.  But by then, I had already bought a new car!  Do you think I have any claims against Ace Parking?  Is there any other recourse that I may have?  Who should I contact?

In Oregon a tow company has one hour to report towing a car. I can't imagine that california rules would be too much different.

I'm thinking that the value of the car that was towed would determine what level of civil action you would take. Small claims against either ace or the tow company or both doesn't sound off base to me. For a larger claim you should probably contact a lawyer.
