Towing Issues: personal property in towed car, wheels and tires, speaker boxes

My car was towed for delinquent registration.  I am unable to come up with the monies required for recovery at this time.  Can I recover the personal property that remains in the car?  Can you tell me if the towing fees and storage rates are regulated in the state of Hawaii, and if so, what they are?  Thank you for your time!

The rates in Hawaii are not regulated as far as I know, but they are trying to regulate the rates charged for towing from private property (currently in the works in the legislature)...

Now there are some "set or contracted rates" which apply  to tows ordered by the police departments which are specific to certain cities and or even tow zones.   I would have a hard time finding out each possibility on that one.

But as a general rule the property stays with the car with certain exemptions such as medicines, bank records, keys to the house and or work...  Stuff that is "installed" such as stereos, speaker boxes, wheels and tires and stuff stay with the vehicle.
