Towing Issues: Towed from a Gas Station, towing company, broad daylight

Question
Hello recently had my truck towed from a local gas station the truck was there from about one week.  I was on my way to move it and I saw my truck being towed.  I tried to chase down the tow truck but got caught in traffic.  I turned around and went back to the gas station and asked who is your towing company I just saw my vehicle being towed.  The Cashier and mechanic played dumb like they say nothing and acted like they did not know who there towing Company was.  I kept asking for a Manager the Cashier pretended non was their and finally after about 20 mins he appeared.  I asked him who is your towing Company his response was he did not know the guys calls him every 10 days  and just come a two vehicles.  I said I can't wait 10 days after going around and around and around with him it was very clear it was  a inside job and everyone employed was in on the scheme this was very hard to believe.  I called the police they have no knowledge of a vehicle being towed at that location.  I was told by the Police Officer that in Maryland a two Company have to call and report a vehicle is being towed regardless of the reason.  No calls were received by the Police Department.  I did not not get the normal response from the Owner/Manager he even hung up on me when I called to see if he located which two company towed my vehicle he hung up on me............I expected them to say "mam I'm sorry we did not know who this vehicle belonged to and this is the company who towed it". I don't think they were expecting the owner to show up at the time the vehicle was being towed so had I showed up hours later.  I may have bought their story about not knowing but I saw it being towed in Broad Daylight with my own eyes..........I'm very upset and not sure what to do next...I can't afford and Attorney I am not sure what my options are.  Can you please help with some advise.   If it appears my e-mail is not clear and I'm rambling I'm sorry.  I'm very upset it's not every day you watch your vehicle being stolen in broad day light....Thx

Answer
Well it does sound as if it is a scam and is operating either illegally or on the very edge of the law...

Now Maryland has some confusing laws regarding towing from private property and I have attempted to keep up on them but many counties have additional rules and regulations which add to the confusion...

Now you say you can not afford an attorney, but you might consider calling one and seeing what kind of information you can get from them in the initial consultation...Yes at times it is free and also there are times that say $ 100.00 for the lawyer to look at it and tell you want is correct would be profitable.
