Towing Issues: Towing by police officer, saramento, car park

OK in the city of saramento CA a car park on the street was towed by the police well they went to a disturbence call next door to a buds house then prosided to tow my vehicle with no warning or nothing just towed it off.

Does a police officer need a reason to tow vehicles, yes there has to be "some sort of violation" before they will tow it...
I wish I could provide more information, but if the police towed it then there should be some paperwork saying why it was towed..
