Towing Issues: Towing to temporary location, hidden location, tow trucks

Are there any rules against a company towing as many cars as possible to a temporary hidden location before bringing the car back to their place of business?

If so what can we do to report this company for unethical actions?

Well first of all, nothing in laws, or ethical business practices can stop GREED... Plain and simple answer there..

But I do have to also defend the practice at times, as I have done that a few times also when I worked for an impound company...

Most of the time it was also done as the parking lot had severe problems with getting trucks in and out.. So we had one or 2 trucks go in and get the vehicles and bring them out to others...

But then there are a few other issues that could affect this practice... I could go on for a long time listing reasons, but in some areas this practice is illegal ( you did not mention the city or state so I can not provide or point you in the correct direction)
If you feel that it is illegal, you can always go to the police department and file a complaint, or the state agency that regulates tow trucks (yes some states have such a department)

I am sorry for the general answer here, but that's about the best answer I can provide.
