Toyota Repair: 92 paseo Fuel gauge, fuel gauge, starter fluid

Question
The fuel gauge won't move ( half a tank of gas) and the car won't start without starter fluid! Even then, it will only run for about 10 sec. in idle, and 30 if reved up under the hood, not by foot. It's about 30* here if that helps! The car has been sitting for about 12mos Any ideas? Please help and Happy Holidays to you!

If the car sat for a whole year with the same fuel in the tank the fuel is no longer usable, you need to get all of the fuel out of the tank and replace it with fresh fuel, not sure why the fuel gauge won't move unless there is no fuel in the tank, how do you know there is half a tank of gas if the gauge doesn't move?
