Answer

Honda Accord EGR valve
The EGR valve's vacuum control line should only get vacuum applied to it when the car is warmed up (closed loop)and the engine rpm is around 1500 to 2000. The EGR vale has a lift sensor attached to the top of it. This sensor has three wires. One wire is the 5 volt reference, another wire is the ground, the last wire is the signal wire. The 5 volt reference wire should have At least 4.96v. The ground wire should have proper ground of coarse. The signal wire should have about 1.2 volts at idle and should increase as vacuum is applied to it's vacuum port.
