Volkswagen: injectors cables, injection bug, fuel injection

I have a 1975 fuel injection bug. The injectors wiring have current, but when I start the key it doesn't pulse to make the injector work. I checked the cables for current and I have current in both, positive and negative. Do you think that it might be the ecu not working properly?

Try the following:

There should be a white wire connected to the - of your coil (along with the green).  This sends a signal to the injectors to open and close. (They all fire at once).

Also, check your points to make sure they are ok and correctly gapped.  The injector firing sequence depends on having good points.
