Land Rover Repair: ECM/ECU, test gear, freelander

Hello John,  I have a 2004 LR Freelander with 20,000 miles. I was driving and the engine shut down and the dash lite up like a Christmas Tree. I live on a small island called Vieques off of PR so I have one mechanic with a scanner. He located the issue and found the ECM/ECU had a burn so the vehicle starts but only runs on 5 cylinders.  I obtained a used ECM/ECU and need to fly over a tech from LR Dealer that works on the side and has the scanner to program it. The guy here determined and I verified only a LR scanner can program the new one. The LR tech thinks it has to be a brand new ECM/ECU to program it and cannot use one from another used vehicle. Can you confirm if a used one can be reprogrammed in another vehicle or does it have to be brand new one.

To the best of my knowledge, a US market 2004 Freelander is going to need a new engine control unit, and it will have to be programmed by someone with the dealer or Autologic test gear.  We have fitted used control units to older trucks but I don't think that will work for MY 2004
