Motorcycle Repair: 1999 zx6e, motorcycle shop, throttle response

Question
QUESTION: Just purchased a 1999 zx6e. It will run but is very rough. The only way I can keep it idling is with the choke most of the way engaged and it sounds very rough. It is very sluggish off choke will poor throttle response on the bottom end.I have pulled the plugs the two center ones are light brown but the outers 1&4 are very dark. I pulled the plug wires one at a time at about 2k rpm and did not notice a change. It sounds the same with 1&4 coil disconnected. I took the spark plugs out hooked it to the wire and grounded all are firing. Any ideas the plugs look fine and don't see any build up on the carb sliders??

Thanks

Richard
