Nissan Repair: electrical troubleshooting, sheet metal screw, fuse block

my 1990 nissan pickup will not start. the door chime and all lights are working but the dash board lights,heater blower or radio are not working.I did have to fix a wire,(12 gauge wire with a single solid white line on it),that I put a sheet metal screw through but prior to that the truck started fine. I check all of the fuses in the fuse box none were blown and I checked the continuity of the relays under the hood located on the passenger side and all were okay. the battery is fully charged putting out 12 volts. can you direct me as to what I should check next.

Check the master fuses and fuse links at the battery.  On the opsitive post or close to it is a set of fuses and fuse links.  If not there then look under the hood in the master relay fuse block close to the battery.  Email me back and we'll go from there...
