Dave,

My best guess is that the electric heating element is shorted.  You can unplug the wires connected to it from the circuit board and turn it on elec.  If it doesn't kick the breaker then it is most likely bad.  It should only pull about 3 amps.  I hope this helps.

Answer
Dave,

To remove the heating element can sometimes be a chore.  You can see the 2 wires going into the boiler area above where the fire is on LP.  A few inches above that you should see a small tab.  You will have to bend that tab and then you can slide that small access door out of the way.  The heating element just slides up out of a small tube that is welded to the boiler.  If it is stuck, this is where the chore can begin.  If you don't use it on 12 volts and you can get that heating element out you can put the new element in its place.  If that isn't an option then you can try letting it run on LP until it gets hot and see if that helps loosen it up but be careful because that element is going to get VERY HOT!  I personally have worked for several hours on an older 3-way that both elements were seized up into.  I hope this helps and again good luck with your repair.
