Steering Column Repair: loose column, loc tite, tilt column

Hello. I have a 1988 Olds 98 with tilt steering. Suddenly the column has a lot of play in it. With the research I have done, this sounds like a pretty common issue with GM vehicles. I have removed the steering wheel and have gotten to what I think is a locking collar? How can I remove this? I don't see how it is held on. Also, from what I have read, there are 3 torx screws that hold this column tight? Supposedly removing them one at a time, using blue Loc-Tite, and re-tightening should be what I need to do. Is this right?
