Steering Column Repair: Ignition key wont turn, ford econoline van, ford steering column

My 1981 Ford Econoline Van ignition key won't turn. Already put some graphite powder lubricant in key slot and no luck. Any ideas on what the problem(s)is/are? Should I have to remove the ignition switch, would it be something this novice could do? Thanks for your help.
