Steering Column Repair: telescoping column, step photos, steering wheel

I removed the steering wheel to have it restored and i can not get the telescoping feature to work.  The steering wheel is tight and installed but the wheel moves in and out and does not lock into position.  Can you tell me what i am doing wrong???
