Steering Column Repair: 89 firebird short in column, turn signal switch, column casing

i own a firebird that has had the ignition bypassed i start it with a screw driver through a smashed out section of the column casing behind and above  the signal switch as a result my bright switch is broken and now something is shorting out my volts meter drops to 8v smashing under the wheel with my fists worked the last couple times but its getting worse what should i do im not made of money

There is nothing in the column that high that can short out the voltage, unless the key is on.  If that's the case, then you probably have broken pieces inside the wiper or turn signal switch (which are the only 2 switches up there)
