Towing Issues: TOWING FROM PHILADELPHIA, city business licenses, tow companies

Question
I want to have my father's antique car towed from a garage in Philadelphia, PA to Lancaster, PA (about 80 miles).  I was about to hire a tow operator in Lancaster when he mentioned that Philadelphia requires some kind of towing permit to tow a car that is within the city limits.  Who can answer this?  Philadelphia Police?  Don't know who to ask.

Answer
I know that in Philadelphia they have some weird towing laws and regulations and a few years ago they were cracking down on "OUT OF CITY" tow companies who did not have the city business licenses (think revenue to the city here) and they even enforced the rules to tow trucks from out of state passing though (I remember hearing of a company from Texas getting ticketed just driving though the city in tow)

Now I think that issue has been resolved, but I would suggest that you check with a few tow companies up in the city, and see what they say...  If you have to use a City company then search for the best prices on the services you need..
