Dodge: blowing fuses, fuel pumps, fuel pump

I have a 98 Neon, I've had very few problems with it. It will not crank it is blowing the fuel pump fuse under the hood when you turn the key. The mechanic can't figure out why. I know it seems electric. They have unhooked all the wires and hooked them up agian and still say they don't know. Do you have any ideas?

Is it a factory fuel pump, or has it been replaced with a remanufactured or aftermarket, say performance pump? It's a fuse and not a relay? If it is a fuse, try upping the resistance. For example if it requires a 25amp fuse, go with a 30amp. Most modern relays for fuel pumps and other accessories are 30amps. Let me know.
