Dodge: 98 Stratus Transmission, low park, fuel gauge


Question
I have a 98 Stratus that will not shift out of 1st gear when put in drive 3 or low.  Park, Nuetral and Reverse work Fine.  The speedometer also does not work and the fuel gauge does not dampen inputs i.e. when I decelerate the needle goes down and when I accelerate the needle goes up.  As if it was moving with the gas in the tank.  Also, when I initially accelerate the car sputters the goes.

For the transmission problem,go to an auto parts store and buy a can of TransTune made by Seafoam and add it to the transmission do not drain the fluid.Add it to the existing transmission fluid,it may be just a stuck valve if it is this stuff will fix it.The speedometer may be the cable that goes to the transmission.The needle may be caused by the float in the tank,and the sputtering could be the fuel pump.
