Tips on Buying Cars: rebuilt car, edmonton canada, dodge car

Someone selling me dodge car model 2009 with 70,000 KM it is a rebuilt car and he had showed me the accident pictures which was in the rear of the car.
he sell it for $ 11,000 CAN, he already inspected it and ready for any kind of inspection, what do you think.. I live in Edmonton, Canada

11,000 seems low for a 2009. What's the car worth brand new? Does it run well? If you could have your own mechanic inspect the car this would be better for you!
Could you buy the same model with the same miles and year for 11,000? If you can I'd advise to buy one that was not in an accident. With out seeing the car or having it inspected its difficult to offer advice.
