Tips on Buying Cars: lost motorcycle title, ge money bank, bill of sale

This one is pretty long. I bought a motorcycle during winter as I could not ride it I stored it but did not registered it. I moved in March and somewhere in the move I lost the title, I was only able to find the bill of sale which was notarized.
I tried to register the motorcycle but at the DMV it shows that it has a lien from GE Money bank. I have tried contacting them but have not been able to get a response.

I should mention that the person who sold me the motorcycle has since moved out of the country and I am unable to get a hold of him. However when we made the deal, he gave me a clean title for the motorcycle which did not have a lien.
I know the lien has been satisfied, but at the DMV it shows up.

I have sent a copy of the bill of sale to GE money bank to have the lien released. They refuse to deal with me as I am not the person who had the loan.

Are there any other options? Court?

This is can be a nightmare, Your only option at this point is to get a hold of the owner. Due to privacy laws the bank will only talk to the owner. I have known people to call the bank and say and represent the owner, You need to call the state and see when they last issued that title, it may be a glitch in the system or your seller may of had a clear title and then used the bike as collateral for a later loan and gave you an old title which showed it clear, this scam happens often. This can be tough one, good luck, if I can do more let me know.
