my car has a noise on front passenger side like my tire is coming off , i had it look at, and  and was told that the lower ball joint needed to be replaced as well as the tie rod in, so i did the car is still making the same noise, what do i do now?

You may have needed a tie rod and a lower ball joint By the way they should be replaced on both sides then), but neither would cause the noise you described and you were given bad information as you found out.

Your description could only be one of two things. A bad CV in an axle (they have gotten pretty cheap, about $50. Chances are more likely a bad wheel bearing. These are difficult to do on your own, even with a puller. First, confirm the wheel and tire are good. If so, my bet is on the wheel bearing on the pindle.
