Land Rover Repair: 2001 Discovery - Blinker and Wipers delayed when cold, blinkers, blinker

Question
I park my Discovery outside and on mornings when it is cold (5c/40F) the blinkers and wipers take about 20-30 seconds to start functioning when I turn them on.  When it is warm outside or after the engine has warmed up they work immediately on turning on the appropriate switch.  Is there a relay that could be sticking that controls both functions?

Answer
There are relays that control both systems, but I'm not sure what to suggest for a reason for the delay.  I would go to the wiring diagram ( avail at www.landrovertechinfo.com ) and follow those circuits to see if I could find a reason for the temperature delay.
