Steering Column Repair: Part Identification, ford thunderbird, torx screws

I have a '96 Ford Thunderbird LX. I had been taking out the dash and working on it periodically to replace the heater core. I am trying to put it all back together and can neither recall what this part is or where exactly it goes. Also, it is located near the steering column if that helps to ID it. If you could help that would be AMAZING!

Hi Robert:
This part is the brake-shifter release cable mechanism on the steering column.  It mounts to the top of the column on top of the shifter tube.  I believe it is mounted with gold 30 torx screws and simply prevents the shifter from being moved until the key is on and the brake is released.
