Towing Issues: Towing, undercover police officers, breaking the law

Question
Is it legal to tow a car with a car seat inside leaving a mother stranded with a baby? Yes one can always call for a ride but now this ride must have a car sear or the stranded mother is breaking the law by riding in a car with out a car seat. Thanks
Provo, Utah

Answer
Do you think that having a car seat in the vehicle should allow parking anywhere in violation of any City, County or State law, and should it allow for property owners to leave vehicles illegally parked and or trespassing on private property alone...

Having a car seat in the vehicle does not mean anything in regards to parking issues.  And as to leaving a mom stranded well at the risk of sounding mean was it parked legally to start with...

Remember cars do not park themselves and as such the driver needs to take responsibility for what they do... I have towed many vehicles over the years who were driven by professional sports people, undercover police officers, Senators and other lawmakers and funny thing is that "NOT A SINGLE ONE OF THE CARS" was able to tell me who the driver was and why it was parked there...  All that I saw was illegally parked vehicles which I was being told to tow either by law enforcement or property owners.
